The Portage Rd improvement project has raised, and continues to raise, many questions. Three entities are involved in this project. The Municipality is the project owner, in collaboration with Department of Transportation and Infrastructure, since Portage Road is a is a provincial responsibility.
To carry out the Portage Road improvement project, the Grand Falls Regional Municipality has awarded a contract to a general contractor, Northern Construction, following a call for tenders. As such, the contractor is responsible for directing the execution of the work, the respect of deadlines, costs, etc. To ensure that plans and specifications are met, the Municipality has assigned the supervision of the work to the engineering firm Roy Consultants. They are responsible for ensuring that all clauses in the plans and specifications prepared as part of the project are complied with.
Following a call for tenders, the Grand Falls Regional Municipality awarded the Portage Road improvement project to a local contractor, Northern Construction. To ensure compliance with the plans and specifications, the Municipality awarded the work supervision mandate to the engineering firm Roy Consultants. They are responsible for ensuring compliance with all the clauses of the plans and specifications prepared for the project.
In large-scale projects such as the Portage Road improvement project, some challenges sometimes arise, causing delays beyond our control. Over the past few weeks, the Grand Falls Regional Municipality has been working with the general contractor to resolve the situation as quickly as possible, on schedule and in a cost-effective manner. Work is expected to resume shortly.
The decision to carry out the work was based on the one hand on ensuring quality service for our residents in terms of the water supply and sanitary sewer network, but also on the safety and durability of our road infrastructure.
